Description
The U.S. Department of Transportation's Office of Small and Disadvantaged Business Utilization is soliciting one cooperative-agreement recipient to establish and operate the Region 3 Small Business Transportation Technical Assistance Center. The center will serve small businesses in Indiana, Michigan, Minnesota, Ohio, Wisconsin, North Dakota, and South Dakota, helping them compete for and perform on Federal, state, local, and private transportation contracts. Required activities include facilitating at least 36 financing transactions; providing at least 1,016 hours of one-on-one counseling; conducting at least eight transportation-focused workshops, webinars, or training programs, including at least three in-person sessions; providing procurement-readiness, bonding, certification, compliance, business-planning, and capital-access assistance; conducting regional outreach and stakeholder engagement; and documenting services and outcomes in the USDOT-designated CRM system. The award is for $231,893.33 with a required non-Federal match of 15% of the Federal award, at least half of which must be cash. Applications are limited to 35 single-sided pages, excluding requested attachments, and must be submitted as a single electronic package in PDF format, with specified forms, narratives, financial statements, tax-exempt-status documentation, resumes, regional service plan, cybersecurity and physical security risk plan, and other supporting materials.
