Description
The Washington State Parks and Recreation Commission's Winter Recreation Program is soliciting proposals for winter maintenance services covering approximately 110 miles of designated snowmobile trails in the Mt. Adams area. The contractor must provide suitable snow-grooming equipment and operators, groom trails to specified width and surface standards, clear downed trees and snowdrifts, install and maintain trail signage and bulletin boards, stock trail maps, and report trail conditions and grooming activity. The response must address equipment and photographs, backup equipment and failure procedures, proof of equipment ownership or control, all-inclusive hourly pricing, relevant experience, operating plan, organizational capacity, non-subcontracting capability, references, and applicable small or veteran-owned business status. The contract uses task orders and annual funding, with no guaranteed minimum purchase; the stated prior-season budget was $40,482.00. Subcontracting is not authorized without written approval, and required equipment includes a closed heated cab, qualifying grooming implements, communications capability, position tracking, safety equipment, lighting, warning devices, and an hour meter.
