Description
The Washington State Parks and Recreation Commission's Winter Recreation Program is soliciting bids for winter maintenance services on approximately 36 miles of designated snowmobile trails in Gifford Pinchot National Forest. The scope includes smoothing and compacting trails, clearing downed trees and snowdrifts, maintaining safe riding surfaces, installing and maintaining trail signage and bulletin boards, stocking trail maps, and providing grooming logs and GPS-based progress tracking. The contractor must provide suitable snow-grooming equipment and operators, including a closed heated cab, minimum 10-foot grooming width, specified track widths, grooming implements, communications capability, first-aid and survival equipment, warning devices, lighting, backup alarms, hour meters, and adequate fuel capacity. The response must include equipment descriptions and photos, an equipment-failure backup plan, proof of equipment ownership or control, equipment pricing, experience, an operating plan, capacity information, a no-subcontracting statement, applicable Washington small-business or veteran-owned-business information, and at least three recent letters of reference. Appendix A, Appendix B, and Appendix C are required; Appendix D is required only if subcontractors will be used. The resulting arrangement is an indefinite-delivery, indefinite-quantity/task-order contract covering five winter seasons from December 1, 2026, through April 30, 2031, subject to annual funding and task orders.
