Description
The Washington State Parks and Recreation Commission's Winter Recreation Program is soliciting proposals for winter maintenance services on approximately 15.5 miles of designated cross-country ski trails in the Gifford Pinchot National Forest, managed by the Mt. Adams Ranger District. The contractor must provide set tracks and skate lanes, smooth and compact trails, clear downed trees and snowdrifts, maintain signage, and ensure safe winter recreation conditions. Equipment must meet detailed requirements, including a heated cab, tiller and track-setting device, appropriate grooming width and flotation, communications and position tracking, first-aid and survival equipment, warning devices, lighting, backup alarms, and functioning hour meters. The contract covers five winter seasons, beginning December 1, 2026, and ending April 30, 2031, with annual task orders and funding subject to availability. Bidders must submit equipment descriptions and photographs, a backup plan, proof of equipment ownership or control, equipment-specific hourly pricing, experience, an operating plan, capacity information, a no-subcontracting statement, applicable Washington small-business or veteran-owned-business information, at least three recent letters of reference, and the applicable bidder certification, profile, cost-sheet, and diverse-business forms. Subcontracting is not authorized without written approval, and the bidder must be capable of performing without subcontractors.
