Description
The Washington State Parks and Recreation Commission's Winter Recreation Program is soliciting bids for snowmobile trail grooming services covering approximately 70 miles of designated trails in the Blewett Pass trail system. The work includes smoothing and compacting trails, eliminating moguls and rough areas, clearing downed trees and snowdrifts, maintaining safe trail surfaces, installing and maintaining trail signage, posting trailhead grooming logs and maps, providing progress tracking, and submitting grooming logs and related reports. Contractors must provide suitable snow-grooming equipment, including a closed heated cab, at least a 10-foot grooming width, appropriate tiller, drag or compactor bar, communications equipment, GPS tracking, first-aid and survival equipment, lighting, warning devices, backup alarms, and functioning hour meters. Subcontracting is not authorized without written approval, and the bid must demonstrate the ability to perform the work without subcontractors. The solicitation requires a signed Bidder's Certifications form, Bidder's Profile, equipment descriptions with photos, an equipment-failure backup plan, proof of equipment ownership or control, a completed Bid Price/Cost Sheet, experience, a Plan of Operation, capacity information, a subcontracting-not-authorized statement, Washington small-business and/or certified veteran-owned-business information, at least three fresh letters of reference, and the Diverse Business Inclusion Plan if subcontractors will be used. The contract is structured as an IDIQ/task-order arrangement intended to support five winter seasons, with a potential relationship of up to two fixed five-year terms, subject to funding availability and future negotiation.
