Description
The City of Victoria is seeking a qualified prime consultant to perform Phase 1 of a multi-year building envelope and roof renewal program. The required services include project initiation, site walkthroughs, condition assessments, visual and required destructive or non-destructive testing, options analysis, risk-based prioritization, remaining-service-life assessments, code and heritage considerations, repair and replacement recommendations, cost estimates, budgeting recommendations, and prioritized implementation and maintenance schedules for 15 municipal facilities. The consultant must prepare a consolidated Roof Condition Assessment, Options Analysis, and Program Recommendations Report, together with a consolidated Excel Program Recommendations Table. The proposal must address qualifications and resumes for key personnel, relevant corporate experience, methodology, project schedule, cost controls, site visits, task-level hours, pricing, social value and sustainability, and Canadian value-added goods and services. Future optional phases may include design and procurement package development, tender support, and construction administration, but the current procurement and financial submission are for Phase 1 only.
