Description
The Port of Bellingham is soliciting bids for obstruction removal and mercury in situ solidification at the Chlor-Alkali Remedial Action Unit, GP West Site. The work includes site preparation and security, utility locating, erosion and sedimentation controls, air monitoring, health and safety planning, hazardous-waste stockpile areas, equipment decontamination facilities, water management, demolition and regulated-material abatement, removal of asphalt caps and subsurface obstructions, excavation and disposal of petroleum-contaminated and other contaminated soils, dewatering, relocation and in situ mixing of mercury-containing soils with cement reagents, trenching, stormwater catch basins and piping, recycling of inert debris, disposal of hazardous and non-hazardous waste, and installation of permanent and temporary environmental caps. The engineer’s estimate is $9,500,000 to $11,500,000. Bids must include the required proposal form, bid table, bid guarantee, and applicable subcontractor list and must be submitted through the Port’s procurement portal. The bid guarantee must be at least 5% of the total bid and may be a cashier’s check, money order, or signed and stamped surety bid bond. The project requires at least 15% apprentice labor hours, and attendance at the pre-bid conference is mandatory.
