Description
The Port of Bellingham is soliciting proposals for a long-term lease and operating agreement covering full-service Fixed Base Operator services at Bellingham International Airport, including Jet A and 100LL/AvGas sales, line service, ground handling, de-icing, catering coordination, and crew and passenger amenities. The operator will also manage 35 Port-owned aircraft tie-downs and two Port-owned T-hangars, including tenant management, billing and collections, occupancy strategy, landing-fee collection, and maintenance coordination. The selected operator must design, permit, finance, and construct a new Jet A fuel farm on a Port-owned parcel, including tanks, containment, piping, pumps, and dispensing infrastructure. Responsibilities include FAA Form 7460-1 filing, coordination with the Port, Whatcom County, the FAA, and other regulators, and compliance with applicable aviation, environmental, fire, stormwater, and safety requirements. Proposals must address the financial offer, FBO business plan, fuel supply chain and development plan, qualifications and certifications, financial capacity, and operations, safety, and environmental compliance.
