Whatcom County Flood Control Zone District, through Whatcom County Public Works Natural Resources, is seeking laboratory services to analyze water quality samples for fecal bacteria and other analytes as requested. The initial contract term will be funded by the district, with future years potentially supported by U.S. Environmental Protection Agency financial assistance. The selected laboratory may therefore be required to comply with applicable federal requirements if federal funding is used, including civil rights, debarment and suspension, environmental standards, anti-lobbying provisions, accessibility requirements, E-Verify, and affirmative steps concerning small, minority, veteran-owned, and women-owned businesses when subcontracting.
