Description
The City of Blaine is soliciting proposals from qualified nonprofit organizations to acquire and operate the historic M/V Plover, preserving it as an operating passenger vessel and maintaining its connection to the Blaine community. Proposed uses may include seasonal passenger service between Semiahmoo and Blaine Harbor, public excursions within Drayton Harbor, and other public-facing maritime activities during the summer operating season from Memorial Day through Labor Day. The selected organization must demonstrate nonprofit tax status; the organizational, operational, and financial capacity to operate, maintain, and insure a wooden passenger vessel; and the ability to sustain operations without City subsidies or with minimal subsidy. Proposals must include an operating plan, a two-year operating budget, key personnel and partners, and anticipated public, educational, workforce-development, tourism, and community benefits. Additional encouraged uses include maritime education, seamanship and navigation training, recreational boating education, maritime heritage programming, vessel-handling instruction, and professional mariner training or credentialing. The City may provide support such as nominal-rate boathouse use, assistance with eligible boathouse and moorage expenses, summer visitor moorage, and eligibility for tourism-related funding, subject to required approvals.
