Description
The Department of Veterans Affairs seeks human blood and blood products for the South Texas Veterans Health Care System, including red blood cells, fresh frozen plasma, platelet products, cryoprecipitate, and related specialized testing. The contractor must provide compliant, properly labeled, tested, packaged, transported, and delivered products, including routine, ASAP, and STAT deliveries. Routine orders must be delivered within 24 hours, ASAP orders within two hours, and STAT orders within 60 minutes of notification. The scope also includes 24/7 online, telephone, and fax ordering support; inventory management; physician and clinical laboratory scientist consultation; educational programs; platelet storage; reference transfusion services; recall and safety notifications; and compliance with FDA, AABB, CAP, and applicable transportation requirements. The contractor must be FDA licensed, AABB and CAP accredited, maintain volunteer-donor blood supplies, and be located within Bexar County, Texas. The notice states that the agency intends to negotiate with South Texas Blood and Tissue Center as the sole source, while allowing responsible sources to submit capability statements, proposals, or quotations for consideration.
