Description
Portsmouth Naval Shipyard requires depot-level overhaul, maintenance, repair, and preservation of one 30-foot Modutech Barrier Boat, hull 30BB0701. The contractor must furnish all labor, materials, equipment, facilities, and transportation necessary to restore the vessel to a fully mission-capable, safe, and seaworthy condition. Work includes dry-docking and blocking; structural hull inspection, repair, and preservation; fendering; propulsion shafts, propellers, rudders, engines, fuel, electrical, seawater, fire-suppression, steering, hydraulic, pilot-house, and outfitting work; cleaning and pumping; towing; temporary services; and mandatory dock and four-hour sea trials. The contract is firm-fixed-price and includes an unfunded over-and-above-work CLIN with a $35,500 not-to-exceed ceiling, subject to written approval and contract modification. The work must be completed within three months from award and delivery of the vessel to the contractor's facility, with the solicitation schedule identifying a performance period beginning September 30, 2026, and ending February 3, 2027. Offerors must demonstrate comparable technical experience, provide lead-tradesperson resumes, a work plan and schedule, quality-control and safety plans, worksite and equipment capabilities, past-performance information, pricing for all CLINs, and a property-management-system plan or qualifying confirmation letter. The solicitation is a 100% total small-business set-aside and requires Attachment 2, the SOW reference documents, to be requested.
