Description
The City of Portsmouth seeks a qualified firm or team to provide engineering and design services for two trailhead facilities connecting users to the New Hampshire Seacoast Greenway. The sites are city-owned parcels at 445 Borthwick Avenue and 850 Banfield Road. Planned improvements include paved parking, portable-restroom pads and enclosures, bicycle racks, horse and horse-trailer accommodations, kiosks, wayfinding signage, landscaping, and seating areas. The scope includes wetland flagging and boundary, topographic, and existing-conditions surveys; engineering, drainage, conceptual, preliminary, easement, environmental, cultural, and permitting work; final design plans, specifications, and cost estimates suitable for construction bidding; bid analysis and award recommendations; CAD files and as-built drawings; and attendance at approximately 13 meetings. Construction inspection is an optional future service priced using unit hourly rates. Plans must be stamped by a New Hampshire-licensed professional engineer and delivered in AutoCAD and PDF formats. The HUD-funded project must comply with applicable HUD, NEPA, 24 CFR Parts 50 or 58, 2 CFR Part 200, labor, reporting, and related federal requirements. Biddable plans are expected no later than spring 2027.
