Description
The Addison County Regional Planning Commission seeks one full-service qualified environmental professional consulting or planning firm to implement a 2026 U.S. EPA Community-Wide Assessment Brownfields grant. The $450,000 program covers project management and grant administration; community outreach and public participation; brownfields inventory, site identification, and prioritization; Phase I and Phase II environmental site assessments; field investigations, sampling, laboratory analysis, QAPPs, contaminant characterization, and risk assessments; cleanup and remedial planning; and reuse, market, and redevelopment planning. The selected contractor will support multiple municipalities and project partners, prepare technical and grant-related reports, facilitate public meetings and stakeholder engagement, and provide fee schedules fixed for at least 24 months. Proposals are limited to 10 single-sided pages, excluding a cover letter, table of contents, rate schedule, and up to five resumes. Evaluation criteria include project approach, experience and capabilities, key personnel experience, regulatory and technical knowledge, and cost.
