Description
The City of Pomona is seeking a qualified Lead Inspector and Risk Assessor to perform combination lead-based paint inspections and risk assessments for pre-1978 single-family, multifamily, and child-occupied residential facilities. Services include XRF testing and/or paint-chip sampling; dust and soil sampling analyzed by an NLLAP-accredited laboratory; identification of hazards in deteriorated paint, dust, and soil; clearance examinations after hazard-reduction work; and feasible hazard-control options or scope-of-work specifications. The contractor must comply with HUD, EPA, OSHA, Nuclear Regulatory Commission, and applicable state and local standards. Deliverables include property-specific inspection or risk-assessment reports, XRF readings or laboratory results, hazard-control recommendations, clearance documentation, and raw data files. Proposers must identify the NLLAP-accredited laboratory they will use and provide qualified, currently certified personnel with XRF experience. The proposal must include technical and pricing files, sample reports, references, personnel qualifications and certifications, required forms, and the specified attachments. Proposals must be submitted electronically through PlanetBids, with no hard-copy or email submissions; registration on the City's prospective bidders list is required.
