Description
The County of Orange, through OC Community Resources, seeks a contractor to provide native seed amplification and coordination services supporting ecological restoration and enhancement. The scope includes growing County-provided wild seed in containers, planting beds, or farmland; supplemental watering; harvesting, cleaning, processing, testing, labeling, refrigerated storage, inventory management, packaging, and delivery of individual seed lots and custom seed mixes. The contractor must operate in Southern California under environmental conditions similar to Orange County and coordinate with qualified growers, land managers, regional practitioners, and subject-matter experts. The contractor must also prepare species production plans, amplification profiles, yield-estimation tables, quality-assurance and geospatial-tracking protocols compatible with Calflora, seeding-rate recommendations, restoration and provenancing guides, supply-optimization and tribal-harvesting guides, species lists, best-management-practice guidelines, pricing data, progress updates, and annual summary reports. The contract requires six virtual meetings per year and permits additional work upon County authorization. Proposals are limited to 30 pages for Part 3 and must address extensive experience, references, restoration project examples, staffing, facilities, seed amplification, processing, storage, and related deliverables. The anticipated term is five years, with a possible three-year renewal option.
