Description
The City of Los Angeles Department of Transportation seeks an on-call professional consultant to evaluate the safety impacts of quick-build countermeasures at 20 locations. The work includes multi-day video recording and analysis during school travel periods and/or 24/7 periods; measurement of driver compliance, illegal turns, yielding rates, turning patterns, pedestrian activity, vehicle-pedestrian conflicts, near-miss events, and signal phasing without connecting to signal controllers; before-and-after evaluations; project management; monthly reporting; and coordination with department staff. The consultant must also develop and apply a digital twin-based safety analysis for the intersection of Hollywood Boulevard and Sunset Boulevard, including construction of a digital model, evaluation of existing performance, identification of conflict patterns, testing or identification of proposed engineering safety elements, documentation of improvements, a presentation, and a final summary report. The maximum budget is $800,000, and the proposal must include a technical response, project team and qualifications, approach, schedule, cost proposal, references and experience, resumes, a non-collusion affidavit, and required Business Inclusion Program documentation. The proposal must be submitted in two separate PDF files, with Part 1 limited to 40 pages excluding specified materials.
