Description
The County seeks a contractor to provide 24/7 on-call response to abandoned or spilled hazardous materials and waste. Services include incident assessment and containment; cleanup and remediation; handling, packaging, transportation, recycling, treatment, and disposal; laboratory testing; and response documentation. The scope also covers hazardous waste cleanup at encampments, roadway transportation incidents, and other directed sites. Emergency response teams must be en route within two hours of notification within the County, and catastrophic response requirements specify two hours during regular work hours and four hours during non-work hours. Proposers must document at least five years of continuous hazardous waste response experience and at least 100 completed emergency incidents in the past three years, along with relevant licenses, permits, certifications, personnel, equipment, disposal-facility agreements, and laboratory capabilities. Responses must include firm and staff qualifications, technical capabilities and experience, proposed services, pricing and rate schedules, required documentation, and performance measures. The contract has an initial one-year period with four additional one-year renewal options.
