Description
The Regional Transportation District seeks consultant services for a Park-n-Ride data collection study at selected facilities. The work includes 24-hour vehicle entry and exit counts; peak-period bicycle, pedestrian, passenger, and vehicle-occupancy counts; drop-off and pick-up activity; parking and bicycle-rack utilization; and license-plate data collection. The consultant must develop a data collection plan and schedule, coordinate field operations, and implement quality assurance and quality control procedures. Deliverables include raw and processed data, tabulated summaries, metadata, supporting spreadsheets and databases, QA/QC documentation, progress updates, and a concise final report with methods, findings, challenges, lessons learned, and recommendations. The proposal requires a technical proposal and a lump-sum cost proposal, along with specified forms and an open-records copy of each proposal. The contract is fixed-price for one year, with no stated option periods in the solicitation instructions.
