Description
This Request for Information (RFI) seeks to identify potential sources capable of providing analytical services to the Defense Health Agency (DHA) Medical Treatment Facility (MTF). The services are intended to supplement the Comprehensive Industrial Hygiene Laboratory (CIHL) at Navy Environmental and Preventive Medicine Unit (NEPMU) 2 Norfolk, particularly for sample analysis that is outsourced due to low sample volume or as a backup when instrumentation is down. The CIHL analyzes over 36,000 samples annually for various analytes using multiple instrumentation techniques. Key requirements include contractor accreditation by the American Industrial Hygiene Association and ISO/IEC 17025:2017. The anticipated contract is not-to-exceed $30,000 per year, with potential for additional substances to be tested at government pricing. The contract is expected to be for a one-year period with three subsequent one-year option periods. The contractor will be responsible for analyzing samples within their accreditation scope, with strict reporting requirements for any issues or mistakes. Routine sample analysis turnaround time is ten business days, and expedited analysis is five business days. The contractor may also be asked to provide media for tests and can invoice the government for the cost of media and/or shipping.
