Description
The Schoharie County Rural Preservation Corporation (SCRPC) is soliciting proposals from qualified environmental testing firms. The scope of services includes conducting hazardous material, lead-based paint, asbestos, and radon testing for residential and/or commercial properties participating in NYS HOME, NYS Affordable Housing Corporation, or Community Development Block Grants within Schoharie County, New York. This testing is crucial to ensure compliance with federal, state, and local regulations, including HUD Environmental Review standards, EPA guidelines, and NYS Department of Health protocols. The selected firm will be responsible for hazardous material evaluations, lead-based paint inspections and risk assessments, asbestos identification and testing, and radon testing (both pre-construction and post-construction if applicable). All testing must adhere to EPA, NYSDOH, and HUD standards. The contractor must supply all necessary testing equipment, coordinate scheduling with homeowners, and deliver reports within 10 business days of test completion. Confidentiality of homeowner information must be maintained. Proposals should include company information, relevant certifications, testing methodologies, project team qualifications, a fee schedule, references, and a timeline for service delivery. Proposals will be evaluated based on technical expertise, experience with federally funded housing programs, cost-effectiveness, turnaround time, and report quality. SCRPC anticipates awarding a three-year contract.
