The Massachusetts Department of Developmental Services is seeking a provider for a pilot program delivering 24/7, 365-day on-demand physician telemedicine services to approximately 1,160 individuals with intellectual and developmental disabilities living in 176 state-operated homes. Services include remote clinical assessment, triage, diagnosis, treatment, prescribing, follow-up, care coordination, and clinician-to-clinician warm handoffs when emergency or urgent in-person care is required. The program is intended to reduce unnecessary emergency-room and urgent-care visits while providing person-centered care in residents' homes. The provider must furnish or support access to required telehealth equipment, including a tablet or smartphone with a suitable camera and vital-sign equipment consisting of a digital thermometer, blood-pressure monitor, and pulse oximeter. The scope also includes equipment installation and maintenance support, provider and staff onboarding, training, accessible instructional materials, 24/7 technical assistance, secure HIPAA-compliant video and telephone backup access, electronic medical-record interoperability, encounter documentation, and daily and monthly operational reporting. The solicitation requires qualified clinicians licensed in New York State and specially trained in intellectual and developmental disabilities; clinical care is to remain in-house rather than outsourced to clinical subcontractors.
