Description
The City of Davenport is seeking a contractor to furnish all labor, materials, equipment, tools, supplies, transportation, and incidentals for the Union Station Flood Repairs Project. The scope includes an earthen berm with sheet-pile wall, a brick-faced freestanding flood wall, a removable flood gate, PCC paving, sidewalk and brick paving removal, storm sewer and subdrain installation, traffic control, construction surveying, landscaping, topsoil, seeding, sodding, plants, and erosion and sediment control measures. The bid contains 40 line items, including a $50,000 construction contingency, and every line item must receive a response in the electronic bid system. The project includes work near Canadian Pacific Kansas City railroad property. The contractor must arrange required railroad flagging, obtain a right-of-entry or similar agreement before entering railroad property, provide a detailed map and completed flagman request form, and comply with railroad safety and utility-locate requirements. The addendum states minimum sheet-pile elastic section modulus and moment of inertia requirements and identifies railroad-specific insurance requirements, including $10 million commercial general liability, $2 million automobile liability, workers' compensation and employers' liability, and $2 million contractor's pollution liability where applicable. A 5% bid bond is required for bids over $100,000; the awarded contractor must provide 100% performance and payment bonds plus a four-year maintenance bond. Work must be completed within 45 calendar days, excluding the winter shutdown period from November 15 through April 1.
