Description
The Waste Commission of Scott County is seeking a complete turnkey solution for two new, identical two-ram baling systems. The scope includes furnishing the balers with New Accent 470 wire-tying systems configured for 11-gauge wire; removal and disposal or authorized handling of two to three existing balers; installation in the existing locations; structural tie-ins and modifications; electrical, control, hydraulic, and mechanical connections; startup, testing, adjustment, and commissioning; operator orientation and basic training; and delivery of operating, maintenance, schematic, parts-list, and spare-parts documentation. Each baler must meet specified throughput and bale-weight requirements for OCC, mixed paper, and plastics; include redundant hydraulic pumps, external hydraulic test ports, serviceable in-place hydraulic cylinders, hydraulic tank heaters, weatherproof connections, and remote OEM diagnostics. The system must operate from -40°F through 120°F, and the replacement for the existing Excel baler must use an outdoor hydraulic power unit. Proposals must address installation scheduling during weekend shutdowns, performance, warranty, parts availability, 24/7 support, service and repair capability, facility references, pricing, delivery lead time, and any exceptions or deviations. Preferred, non-required options include an oil cooler fan reverser and SCADA runtime capability.
