Description
The United States Army Contracting Command–Rock Island is soliciting a firm-fixed-price commercial construction contract to furnish labor, equipment, and materials for utility installation at a new RV campground. The work includes an 8-inch HDPE water main with fire hydrant, valves, and meter; a 1-inch polyethylene gas main with meter; and a 13.8 kV overhead electrical feed with new wood poles, conductors, switching equipment, and a 750 kVA transformer. The scope also includes excavation and restoration of existing surfaces. This is a 100% small-business set-aside. The project must be completed within 180 working days, with an additional 80 non-working days reserved solely for transformer procurement and delivery; the non-working period begins after unrelated work is complete and ends when the transformer is delivered. Work must formally commence within 45 working days after the Notice to Proceed. Liquidated damages are $1,000 per working day for delay. Amendment 0003 also clarifies that remanufactured transformers are acceptable if they provide the required options, trenchless methods may be used beneath Rodman Avenue at the contractor’s risk and cost, and the transformer will be a 480/277-volt, three-phase unit. The proposal requires a schedule and key personnel information, past-performance references, a price proposal covering the base work and estimated rock-excavation and granular-stabilization quantities, a bid bond, licensing documentation, and acknowledgment of Amendment 0003.
