Description
The City of Rock Island is soliciting sealed paper bids from a general contractor for rehabilitation of a residential property. The scope includes roof replacement and related flashing, sheathing, siding, gutters, and rear landing and stairs; electrical-panel and fixture upgrades; HVAC compressor, line-set, flue, A-coil, and ductwork work; and associated plumbing-related roof and vent work. The contractor must provide a project plan with a timeline, line-item budget, labor and material costs, subcontractor identification, and any justified alternative specifications. The work must comply with applicable housing, environmental, state, local building, and zoning requirements. The selected contractor must be licensed, bonded, insured, and able to obtain required permits; HVAC, electrical, and building permits are required before work begins. The contractor will have 30 days to complete the work from contract signing. Bids will be evaluated on price, experience, references, licenses, insurance, bonds, subcontractors, equipment, operator experience, and financial stability; the lowest bid is not guaranteed award.
