Description

Hidalgo County seeks a contractor to provide turnkey water extraction and related services during flood emergencies. The contractor must be able to furnish 6 to 24 trucks operating simultaneously as needed, including vacuum trucks with tanks of at least 130 barrels and capacities of 5,000–6,000 gallons, and equipment capable of reaching at least 70 feet and extracting water from a depth of at least 20 feet from the side embankment. Rates must include mobilization, demobilization, and labor to and from the job site. Services include extracting flood rainwater or brackish water and disposing of it at county-directed drainage ditches or other pre-approved sites; the contractor is responsible for compliant disposal of black or brown water. The vendor must maintain required licenses, permits, inspections, certifications, and valid Texas commercial driver’s licenses for drivers, comply with applicable health, safety, and environmental requirements, and provide operational updates and supporting records during engagements. The scope also calls for support and training before, during, and after emergency events. Proposals must include pricing, company experience, four references, and the specified confirmations and forms. The initial term is one year, with two one-year renewal options.
