Description
The Pinellas County School District is soliciting sealed electronic bids from one or more qualified, Florida-certified leak detection contractors to provide comprehensive, on-demand services throughout district-owned facilities. The scope covers domestic, chilled, and condenser water systems; irrigation; sanitary and stormwater systems; natural gas where applicable; swimming pools and water features; and underground utilities. Contractors must furnish all labor, supervision, equipment, materials, transportation, permits, and incidentals, and provide emergency coverage 24 hours per day, seven days per week. Required capabilities include acoustic detection, correlation technology, ground microphones, electronic listening devices, thermal and infrared imaging, moisture mapping, tracer gas, pressure testing, ultrasonic detection, dye testing, and ground-penetrating radar when appropriate. Contractors must provide electronic PDF reports within one hour after each service call, including investigation details, exact leak locations, photographs or applicable thermal images, site sketches or utility maps, severity assessments, and recommended corrective actions. The contractor must maintain a physical business location in Pinellas County, provide or have immediate access to specified professional-grade equipment, maintain a Florida-certified leak detection specialist license, and meet the stated emergency and non-emergency response requirements. The estimated contract value is $75,000 for 365 calendar days from the Notice to Proceed, with two additional one-year renewal options and possible unilateral 30-day extensions.
