Description
The Federal Bureau of Prisons is conducting market research for an accredited post-secondary institution, vocational training school, or industry-based school to provide an electrical occupational education program for inmates. The program must qualify graduates for at least entry-level employment in the electrical field and lead to transferable college credits, a college certificate or associate degree, or an industry-recognized certificate. Four-year degree and general liberal arts programs are not authorized. The contractor will provide curriculum materials and textbooks, instruction, student records, attendance and certification records, measurable learning objectives, progress assessments, hands-on occupational competencies, and a resume-development course. At least 20–40% of the curriculum competencies must involve hands-on replication of the work environment; electronic or computer-based simulation alone is insufficient. The program will provide at least 1,680 one-hour instructional sessions, normally five days per week during daytime hours, for no more than 30 students at a time. Contractor personnel will have frequent unsupervised inmate contact, must complete institution orientation and security-related requirements, and must comply with correctional-facility rules and the Privacy Act. The contemplated contract is a firm-fixed-price, single-award requirements contract with one base year and four option years.
