Description
The Wasatch Front Regional Council is procuring three distinct consultant roles under one solicitation: an Innovative Finance and Capital Strategy Advisor, a Station Area Development and Public-Private Partnership Specialist, and a Stakeholder Engagement and Outreach Coordinator. Selected teams will support station-area planning and implementation by screening and prioritizing projects, assessing feasibility and infrastructure needs, developing financial models and capital-stack strategies, evaluating TIFIA and RRIF credit readiness, structuring public-private partnerships and joint development approaches, coordinating stakeholders, and preparing transferable tools and implementation packages. Respondents may propose for one, two, or all three roles, but multi-role proposals must be separately awardable and include separate approaches, schedules, and cost proposals for each role. The total consultant-services budget is not to exceed $985,000, allocated indicatively as $475,000 for Role A, $385,000 for Role B, and $125,000 for Role C. Proposals must include separate Technical and Cost Proposal PDF documents, with the Technical Proposal excluding all cost information. The project is expected to be completed over 20 months, with work supporting approximately four priority station areas and potential additional-services work for a fifth station area.
