Description

The National Park Service is requesting a firm-fixed-price quote for recurring orchard spraying services covering approximately 150 heritage apple trees across roughly four acres, including the Upper, Middle, and Lower orchards and two trees at the Thomas Lloyd House. The contractor must provide all personnel, equipment, tools, materials, supervision, labor, safety measures, fencing, signage, and related services. Spraying is expected to involve multiple seasonal applications using specified treatments, coordinated with weather conditions and the Contracting Officer's Representative, generally between 5:00 a.m. and 9:00 a.m. The contractor must remove or relocate debris, protect trees and surrounding vegetation, repair contractor-caused damage, provide weekly progress summaries, maintain visitor and employee safety, and comply with applicable OSHA, environmental, historic-preservation, and National Park Service requirements. Qualified applicators must hold Pennsylvania pesticide applicator licensing. The submission requires a technical approach, equipment information, three similar projects from the past five years, biobased-product certification, contractor-compliance information, required federal certifications, and a separate price proposal. The contract includes a one-year base period and four one-year option periods, with performance stated from September 28, 2026, through September 27, 2031.
