Description
The Department of Veterans Affairs is soliciting a Service-Disabled Veteran-Owned Small Business to provide factory-certified preventative maintenance services for 12 air-cooled and water-cooled chiller systems at the Tomah VA Medical Center. The contractor must provide all parts, equipment, materials, labor, supervision, and travel required for the work, including condenser coil cleaning, condenser tube brushing, operational checks, refrigerant and oil leak testing, electrical inspections and thermal imaging, megohmmeter testing, lubrication, vibration analysis, chilled-water flow checks, oil and filter servicing, load testing, and operating-parameter documentation. Eddy current testing is required on water-cooled chiller tubes and heat exchangers during the base period and option years two and four; glycol replacement is required during the base period for specified variable-speed drives. The contractor must provide factory-certified personnel, including a primary and backup Field Service Technician, each with at least two years of relevant chiller experience and formal equipment training. Required deliverables include digital PDF leak-test documentation and detailed maintenance and operating logs. The procurement includes a base period from September 25, 2026, through August 31, 2027, plus four one-year option periods, and is evaluated on price, technical capability, and relevant experience.
