Description

The Department of Veterans Affairs seeks a firm-fixed-price contractor to furnish and install a chilled-water system filtration assembly and a steam-condensate polishing system for Building 70 at the Dallas VA Medical Center. The work includes site preparation; removal of concrete, piping, electrical components, and other obstacles; a reinforced concrete pad and retaining wall; valves, motors, pumps, piping, bypass piping, insulation, weatherproofing, and building-penetration sealing; welded piping with visual and nondestructive weld testing; and stainless-steel anchoring hardware with recorded reports. The chilled-water scope includes a cartridge-type filtration system for a 4.2-million-gallon system, with a specified housing model and 140 filters, piping connections, monitoring devices integrated with the APOGEE/DESIGO system, and startup and performance testing. The condensate-polishing scope includes stainless-steel resin tanks and piping on a galvanized skid, cation-softening resin, backwash and regeneration connections, sampling valves, an Omron PLC control panel, progressive-flow programming, a sample cooler, a brine tank, bypass piping, monitoring integration, and a custom-engineered system drawing. The contractor must provide planning and coordination site visits, hot-tap redundancies, permits, flushing, commissioning, completion photographs, reports, and a one-year warranty. The period of performance is nine months. Amendment 0004 confirms that the procurement is a service contract, requires qualifications and training documentation for key personnel, requires OSHA 30-hour, EM 385-1-1, and First Aid/CPR/AED credentials, requires Texas-licensed professional-engineer approval for modifications, and extends the offer deadline to October 9, 2026, at 4:00 p.m. CDT.
