Description

Pinellas County is soliciting construction bids for a complete rehabilitation and upgrade of the Gulf Beach Water Booster Station. The work includes demolition of the existing pump building, valve shed, piping, vaults, conduit, and related site features; construction of a new two-story, flood-resistant pump building; replacement or installation of booster pumping units, motors, variable frequency drives, electrical distribution, standby generator power, automatic transfer equipment, chemical storage and feed systems, process piping, valves, instrumentation, controls, SCADA, security systems, yard piping, stormwater facilities, paving, sidewalks, landscaping, and related civil, structural, mechanical, and electrical work. Temporary bypass pumping and treatment must maintain continuous water service during construction. The procurement uses a mandatory site visit and pre-bid conference, followed by a two-step qualification and bid process. Bidders must provide qualifications, a bonding-capacity letter, at least four similar project references completed within the past seven years, applicable FDOT prequalification documentation or a Florida Certified General Contractor license, required forms, a 5% bid bond, and performance and payment bonds each equal to 100% of the contract amount. The contract requires completion within 850 consecutive calendar days after notice to proceed, with a stated construction duration of 730 days in the technical specifications. The project also includes an 11% Small Business Enterprise subcontracting goal and extensive insurance, testing, commissioning, training, record-document, and warranty requirements.
