Description
The U.S. Army Corps of Engineers, New Orleans District (CEMVN) is seeking to purchase BLH-Wet, Louisiana Department of Conservation and Energy (DCE) approved mitigation bank credits. These credits are needed to compensate for unavoidable habitat losses caused by borings, surveys, and construction of Reach F for the Morganza to the Gulf (MTG) Project within the Louisiana Coastal Zone (CZ). The mitigation bank(s) from which credits will be purchased will be selected through a competitive solicitation/award process. Any mitigation bank meeting the eligibility requirements and having the appropriate resource type of credits may submit a proposal to sell credits. CEMVN may enter into one or more contracts to purchase the necessary credits. Award will be made based on the lowest-price technically acceptable source selection process, subject to funding availability. To be eligible, a mitigation bank must be approved by CEMVN, in full compliance with its Mitigation Banking Instrument (MBI) and other legal instruments, and physically located within the Terrebonne Basin (HUC 08090302). The bank must provide the habitat type that matches the habitat being mitigated and have credits assessed using version 1.2 of the BLH-Wet Wetland Value Assessment (WVA) Community Model. A perpetual conservation servitude/easement must also be duly recorded. The solicitation documents will be posted on www.SAM.gov.
