Description
The 22nd District Agricultural Association seeks a consultant to conduct an independent evaluation of its food and beverage operations across its properties and major events. The work includes assessing the current operating model, financial performance, staffing, technology, procurement, assets, controls, guest experience, and operational risks; benchmarking at least 20 comparable U.S. entertainment venues; evaluating management, revenue-sharing, lease, hybrid, and other operating models; and recommending a preferred model. The consultant must prepare a five- to ten-year financial pro forma with scenarios and sensitivity analysis, a capital improvement and expenditure plan, and a procurement-ready scope of work and agreement requirements for a future food and beverage operator. Deliverables also include recommended performance standards, KPIs, reporting and audit provisions, staffing and technology requirements, evaluation factors, and implementation planning. The resulting consulting agreement is a fixed-price contract not to exceed $30,000, with a maximum seven-month term and a possible two-month extension for additional related services.
