Description
The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) to provide preconstruction and construction services for rehabilitation or replacement of process-air facilities and equipment at the 91st Avenue Wastewater Treatment Plant. The scope includes blower buildings, structural and building systems, electrical and instrumentation/control systems, motor control centers, variable-frequency drives, air-intake plenums, bag houses, filters, cooling systems, air compressors, blowers, motors, piping, valves, guide vanes, programming, and related instrumentation and controls. The CMAR will support design review, cost estimating, constructability, scheduling, phasing, permitting, long-lead procurement, life-cycle analysis, subcontractor selection, GMP development, construction management, quality control, safety, commissioning, startup, training, operations and maintenance manuals, and project records. The project is expected to span multiple fiscal years and involve multiple construction, equipment-procurement, and installation packages. The SOQ must address the stated evaluation criteria, include at least three comparable projects, provide key-personnel qualifications, submit an Experience Modification Rate, and include a separate surety bonding-capacity statement rated A- or better for the prior four quarters. The SOQ is limited to 12 pages, excluding the information sheet and specified non-counted pages, and must be submitted as a single PDF.
