Description

The City of Phoenix is seeking qualifications from up to three contractors for a citywide, on-call landscape construction Job Order Contract. Work will be performed on an as-needed basis at sites throughout Arizona and may include multi-use trails and pedestrian bridges; park structures, storage facilities, ramadas, and site furnishings; concrete, asphalt, masonry, streetscapes, ADA improvements, fencing, signage, grading, soil preparation, erosion control, plant installation and salvage, irrigation installation and repair, stormwater management and green stormwater infrastructure, lake-related work, restoration, cleanup, maintenance, and minor design services. Contractors will also provide estimating, scheduling, permitting when required, as-built documentation, maintenance guidelines, and warranty information. The JOC has a 36-month duration or continues until the initial $20,000,000 contract value is used, whichever occurs first, with one 24-month option to extend and increase capacity up to $15,000,000. Individual JOC agreements will not exceed $4,000,000 in construction costs, and contractors must be able to bond up to $4,000,000 per project. This is a qualification-based selection rather than a bid, with no guarantee of work. Respondents must submit an Information Sheet and a Statement of Qualifications through the City's OpenGov Procurement Portal. The Statement of Qualifications is limited to 10 pages, excluding the covers, Information Sheet, and Table of Contents, and must address firm experience, key personnel, approach, and reference checks. A separate bonding-capacity statement from a surety rated A- or better for the prior four quarters is required. The 8.5% SBE subcontracting goal applies after award at the Job Order Agreement stage; no SBE documents are due with this qualification submission.
