Description
The City of Davis is seeking a qualified solid waste consulting firm to support the development and procurement of a new solid waste hauling contract. The consultant will develop service-level options for trash, recycling, organics, yard materials, bulky waste, hazardous and universal waste, and street sweeping; support community surveys, workshops, commission and City Council presentations; examine revenue requirements and contractual obligations; and develop rate structures and modeling scenarios. The consultant will also draft and release a hauling-services RFP, conduct vendor outreach, coordinate pre-proposal activities, review and technically evaluate proposals, lead evaluation panels, analyze provider costs and regulatory compliance, and support negotiations and final contract preparation. The contract term is two years from execution, with a possible extension if the project exceeds the anticipated timeline. Proposals are limited to 15 pages excluding specified separate files and must include team qualifications, scope response, subcontractor information, client references, pricing, resumes, certifications, a Gantt chart, evidence of insurance, and acceptance or exceptions to the City's standard agreement.
