The U.S. Army's Rock Island contracting office has issued a pre-solicitation notice and notice of intent to award an 8(a) sole-source contract for dedicated bulk fuel transportation, distribution, and routine and emergency refueling of stationary and mobile generators at Rock Island Arsenal. The requirement includes a dedicated 2,500-gallon HAZMAT-certified fuel truck, certified operators, and continuous 24/7 emergency response capability. The notice identifies routine base fueling, emergency surge outages, and fuel consumable throughput as contract line items. A formal solicitation has not been issued. The Government intends to negotiate directly with Tunista Services, LLC, while evaluating capability statements, proposals, or quotations received by the response deadline solely to determine whether a competitive procurement is in the Government's best interest. The notice states that the proposed sole-source action is based on substantial duplication of costs and unacceptable base-operations delays associated with competition.
