Description
The West Sacramento Area Flood Control Agency is soliciting proposals for Phase 1 Environmental Site Assessment services supporting the Contract 1S, Yolo Bypass East Levee–South, and Union Pacific Railroad Closure Structure corridors, with other program areas and Phase II assessments available as separately authorized options. The work includes project management; regulatory database and historical-records research; interviews; nonintrusive site reconnaissance; identification of Recognized Environmental Conditions; evaluation under ASTM E1527-21, EPA All Appropriate Inquiry criteria, CERCLA, and applicable California requirements; GIS data compatible with ArcGIS; and draft and final reports for each parcel or separately owned non-APN area. The selected consultant must provide recommendations regarding potential Phase II investigations, respond to agency comments, and perform the work under a California-licensed Professional Geologist or Professional Engineer. The initial contract term may be up to two years, with one optional one-year extension. Proposals must include a transmittal letter, qualifications and experience, technical approach, cost proposal, and an example Phase 1 report, along with the required questionnaire responses and forms.
