Description
The City of Oxnard Wastewater Division is soliciting proposals for construction management and construction inspection services for Phase I of its Digester Improvement Project: New Boiler Installation, at the Water Resource Recovery Facility. The selected consultant will provide pre-construction, construction, and post-construction services, including constructability and site-condition reviews, permit tracking, project documentation, daily construction oversight, inspections, testing coordination, quality assurance and quality control, schedule and cost management, change-order support, progress meetings, punch-list administration, closeout records, as-built coordination, and dispute support. The underlying construction work includes partial demolition of an existing incinerator/storage building; installation of a new firetube boiler, hot-water piping, boiler canopy and foundation, natural-gas connections, electrical equipment, lighting, motor-control equipment, programmable logic controller, operator interface, supervisory control integration, instrumentation and controls, paving, commissioning, and related appurtenant work. The consultant must have expertise in construction management, boiler installation, and mechanical construction, and must provide a California Professional Engineer license. The contract is anticipated to begin January 6, 2027, with a two-year base period and three one-year options, for a maximum potential term of five years.
