Description
Inyo County seeks a qualified public or public-safety agency to implement and operate a continuously available Emergency Medical Dispatch program. The contractor must use Medical Priority Dispatch System (MPDS) with ProQA or an ICEMA-approved equivalent; provide standardized medical call interrogation and triage, determinant-based response assignments, post-dispatch and pre-arrival instructions, medical oversight, certified staffing, quality assurance and improvement, required reporting, and compliance with applicable California, ICEMA, and 9-1-1 requirements. The scope also includes integration and testing with County CAD, telephony, and radio systems, maintenance of EMD records and audio, and support for ICEMA approval and CQI activities. Services must operate 24 hours per day, 7 days per week, 365 days per year, including during emergencies, outages, maintenance, staffing fluctuations, surge events, and disasters. The contractor may perform the services remotely if it satisfies PSAP, connectivity, medical-control, reporting, and uninterrupted staffing requirements. Pre-arrival medical instructions must be available no later than January 1, 2027, and must address choking, CPR/AED, childbirth, bleeding control, epinephrine, and naloxone scenarios. The initial contract term is three years with two optional three-year extensions. The proposal must include a single PDF technical proposal, a separately itemized cost proposal, evidence of prior EMD operations, personnel resumes and certifications, and three similar public-safety references. A proposal questionnaire and required local-business documentation apply where relevant.
