Description
The Bureau of Land Management (BLM), Oregon State Office, requires 35 Radio over IP (RoIP) Gateways to provide push-to-talk and GPS tracking services via satellite connectivity for law enforcement vehicles. This is a Firm Fixed Price Commercial Item Contract with a one-year base period and four one-year option periods. The scope of work includes providing the 35 RoIP gateways, all necessary satellite connectivity, over-the-air/satellite updates, and comprehensive support and maintenance including device repairs and replacements. A web-based portal is required for talk group and device management, with capabilities for unlimited users, read-only and administrator access levels, and the ability to import existing data. Additionally, a web-based portal for GPS tracking is required, supporting unlimited users, read-only and administrator access, and the capability to expand tracking to various radio types and personal GPS devices. The portal must also support user-defined tags, views, vehicle names, points of interest, user groups, data export in KML format, custom map icons, integration with ESRI mapping layers, individual layout configurations, filtering of vehicle lists, and the identification of device status (moving, stopped, offline). Geo-fencing capabilities to trigger alerts are also required. GPS reporting must occur at device power-up, at least every 0.75 miles when moving, at least every 15 minutes when stationary, and on demand. A REST API compatible with Team Awareness Kit (TAK), computer-aided dispatch systems, and ESRI ArcGIS is required for forwarding GPS tracking information. The contract also includes requirements for 24/7 customer service via phone and email, monthly detailed invoices, the ability to suspend service for terminals not in use for over 30 days, and deactivate terminals not in use for over 90 days. All field terminals and portals must operate with the most current software versions, with hardware, software, and firmware updates coordinated with the BLM. The period of performance is from August 1, 2026, to July 31, 2031, if all options are exercised.
