Description
The City of Beaumont is soliciting proposals from qualified service providers to assist with applications for and administration or implementation of Mitigation Reallocation Program projects, if funded by the Texas General Land Office. The scope may include pre-funding application and project-scope development, post-funding grant administration, construction management, acquisition or buyout activities, and environmental services for infrastructure, utilities, housing, and other eligible projects. Required capabilities include compliance with HUD and program requirements; financial, procurement, labor standards, reporting, records, monitoring, draw, change-request, and closeout support; construction and contractor-performance coordination; acquisition-file and activity support; and environmental reviews under 24 CFR Part 58, including site visits, public notices, agency coordination, special studies, and re-evaluations. Proposers may offer any or all activities and must provide qualifications, relevant experience, at least three local-government references, proposed scope, staffing and capacity information, and cost proposals using the provided forms. The City may award one or more contracts and final contract terms will be negotiated.
