The Upper Colorado River Commission (UCRC) is issuing a Request for Proposals (RFP) for technical and administrative support to manage the Upper Basin Contribution and Conservation Program (UBCCP). The selected contractor will work collaboratively with the Upper Division States (Colorado, New Mexico, Utah, and Wyoming) and the Bureau of Reclamation to implement a program that supports voluntary, compensated water contribution efforts in the Upper Colorado River Basin. The scope of work includes supporting program administration, project solicitation and evaluation, verification and accounting procedures, tracking and accounting for contributed water, and reporting and documentation. The contractor will also assist in coordinating with stakeholders, developing accounting methods, and evaluating program effectiveness. The contract is expected to commence upon award and continue through September 30, 2031, subject to funding availability. Proposals are due by 12:00 PM MDT on September 15, 2026.
