Description
The Roosevelt Island Operating Corporation is seeking a qualified organization to provide comprehensive administration and management services for the Roosevelt Island Public Purpose Fund. The selected respondent will develop and administer annual grant cycles; conduct outreach and technical assistance for eligible nonprofit applicants; receive and review applications; perform eligibility and due diligence reviews; administer an independent community Grant Review Committee; manage scoring and recommendations; prepare grant agreements; process payments; monitor grantee compliance and performance; maintain financial and program records; provide reporting; support public communications; and maintain secure application and grant data. The respondent must also provide transition and continuity services and an annual program report. The anticipated annual grant pool is currently $250,000, with program parameters subject to RIOC approval and modification. The initial contract term is one year with up to four additional one-year renewal options. Proposals must include a detailed cost proposal, references from at least three comparable clients, and the required bid forms and certifications. The solicitation establishes a 30% Minority/Women Business Enterprise utilization goal and a 0% Service-Disabled Veteran-Owned Business goal. Required insurance includes commercial general liability, automobile liability, umbrella/excess liability, workers' compensation and statutory employer's liability, and cyber liability coverage; professional liability is also specified in the standard contract form.
