Description
Montgomery County, Maryland is soliciting proposals from qualified health plan administrators and licensed insurance organizations to provide medical benefit plans and related administrative services for eligible active employees, retirees, dependents, and participating agencies. The County may select up to three contractors for fully insured and/or self-insured medical plan offerings, including claims processing, eligibility administration, provider networks, enrollment support, customer service, reporting, care management, wellness initiatives, and plan implementation. Offerors must submit separate proposals for each medical benefit plan they wish to offer and complete the Technical and Financial Proposal Form, including geographic accessibility reporting and required plan-design information. The County requires a cover letter, signed acknowledgment, references, applicable program certifications, the Minority, Female, Disabled Persons Subcontractor Performance Plan, the Technical and Financial Proposal Form, and a W-9. Proposals must be submitted electronically through BidNet Direct. The resulting contract is scheduled to run from January 1, 2028, through December 31, 2030, with two possible one-year renewals.
