Description
The Clark County Board of Commissioners, through the Clark County Department of Job and Family Services, seeks a single contractor to provide service of process for eligible IV-D cases from January 1 through December 31, 2027. The contractor will travel throughout Clark County to personally serve summonses and other legal documents for the Child Support Enforcement Agency and domestic-relations courts, generally making at least three service attempts with at least 24 hours between attempts, and will coordinate document collection and return within required timeframes. The contractor must maintain detailed service records, comply with Ohio Rules of Civil Procedure Rules 4–5, communicate with agency staff, and provide methodology and all-inclusive unit pricing covering successful service, mileage, and insurance costs. Proposals are evaluated on experience, completeness, insurance compliance, pricing, and business references; at least two relevant service-of-process projects or contracts from the past two years and at least two business references are required. The response package includes a written proposal statement, a six-page response sheet and forms, current licenses or certifications, pricing, and required affidavits and insurance certification.
