Description
The City of Springfield, Ohio, is soliciting proposals for the complete replacement of an existing 1,500 kVA transformer at its wastewater treatment plant. The selected contractor must furnish labor, supervision, materials, equipment, permits, testing, startup services, and incidentals; remove the existing transformer; and install one new 1,500 kVA outdoor, three-phase, dead-front, pad-mounted transformer matching the existing 12.480 kV utility service. The scope also includes replacing medium-voltage primary conductors and grounding conductors, modifying conduits, pads, supports, and grounding systems, completing primary and secondary terminations, field testing, startup, commissioning, surface restoration, and updated electrical drawings. Proposals must include a technical approach, equipment data, outage and work plan, project team, at least three similar transformer replacement projects completed within the past five years, schedule, and firm fixed-price proposal. The total continuous outage may not exceed eight hours. A mandatory site visit is required, and the solicitation requires a 10% bid bond; successful bidders must provide 100% performance and payment bonds and specified insurance. Ohio prevailing wage requirements apply.
